I was thinking that frame looked like something from Pink Floyd's film of The Wall, but yeah, Preacher is also applicable.

Not sure which is more disturbing, the totalitarian militaristic imagery on the underwear, or the fact that I am actually posting a comment on a blog post about men's pants!

AT&T posted a pretty good response and it seems to echo your thoughts here. Turns out that a DDoS was coming from a 4chan IP address so AT&T moved to block it for the duration of the attack. AT&T have the details here.
